Christoher Toms, Chief Management Officer
Christopher Toms serves as Chief Management Officer for the U.S. Secret Service. Mr. Toms oversees the Office of the Chief Financial Officer, the Office of Human Resources, the Office of the Chief Administrative Officer, and the Office of Procurement. In this role, he ensures consistency, integration, and collaboration across lines of business to meet enterprise and workforce needs.
Before his current position, Mr. Toms served as the Deputy Chief Financial Officer of TSA where he supported all facets of the agency’s financial management – including budget, revenue, and services supporting national transportation security for operations at 440 airports and overseas locations – and the planning, formulating, defending and executing of TSA’s $12 billion annual budget.
In his 18 years of public service, Mr. Toms has five years of active duty Coast Guard service and 13 years in the civil service. He has held various leadership roles including Assistant Director of DHS Budget Operations where he oversaw over $40 billion of component budgets annually, and Senior Operations Research Analyst where he led a team responsible for assessing strategic operational risk management and planning at U.S. Coast Guard headquarters.
