Waterford, Conn. - U.S. Secret Service specialized technical support to the Waterford Police Department has resulted in charges of voyeurism and criminal trespassing.
Waterford officers responded during the late evening hours on Oct. 7. 2021 to reports of a suspicious person in the backyard of a local residence. During the course of their investigation, several items were seized and indicated a person had been in the yard as reported by the resident.
The investigation determined that the unknown subject had used digital recording devices to record various people involved in various activities within their homes. The Secret Service Eastern Technical Investigative Unit (EITU) forensically examined the seized items to identify a suspect and ultimately make an arrest.
On Tuesday, Jan. 18, Keith Hancock, 53-years-old, of Waterford, Conn. was arrested without incident on the charges of voyeurism and criminal trespass.
The Secret Service EITU comprises officers and detectives from the Groton Town, Norwich, and Waterford Police Departments and specializes in the forensic examination of digital media using advanced training and specialized equipment and tools. Officers assigned to this task force attend the Secret Service National Computer Forensics Institute where they receive federally funded training on cyber investigative techniques and current expertise in a state-of-the-art facility.
