Pursuant to 18 U.S.C. §3056 and Presidential Policy Directive 22, the Secret Service serves as the lead agency for planning, coordinating and implementing security operations at events designated as National Special Security Events, to include the National Conventions.
The JIC is led by the United States Secret Service; Charlotte-Mecklenburg Police Department; and the Federal Bureau of Investigation-Charlotte Division. Members of the JIC are: City of Charlotte; Charlotte Fire Department; Charlotte-Mecklenburg Emergency Management; Charlotte Department of Transportation; North Carolina Department of Public Safety; North Carolina Emergency Management; North Carolina Department of Transportation; Mecklenburg Sheriff’s Office; Mecklenburg Emergency Management Services; Federal Aviation Administration; Federal Emergency Management Agency; U.S. Capitol Police; U.S. Attorney’s Office; Charlotte Douglas International Airport; Charlotte Area Transit System; and National Nuclear Security Administration.
